Unfortunately regime change would not amount to plan change. I am fine with either Altamont or Pacheco but I favor I-5 and the Grapevine over the 99 corridor, which can come later.

The CHSRA's objections to the Grapevine would be more convincing if an experienced base tunnel builder, like Herrennecht, were to take a look at both alignments in terms of difficulty of construction. I don't trust the CHSRA's experts - let's get a second opinion from real world contractors.
