New rail proposal in North Idaho?

Just heard a news blurb on the local radio station and had to check it out. Supposedly there is an outfit out of Hayden Idaho that wants to build a $130 million rail line from Lewiston to Spokane via Moscow and Coeur d'Alene. The only internet link I could find is from the local Moscow-Pullman Daily News, and it requires a subscription for the whole story ...

Can anyone here elaborate on this? Hepkema? Bruce Kelley? Stan Patterson?
