I don't see the Army Corp of Engineers allowing the breaching of any Snake River Dams ( Columbia River either ) The Corp will build fish ladders instead.
The Palouse Region is not flat; it is in fact a series of low and medium rolling hills. A look at the rail map of the area bears this fact out, as the current and abandoned rail lines followed the lay of the land. Those that didn't were saddled with many grades and curves. And yes, Lewiston to Moscow would entail climbing up out of the Snake River Canyon. This deal is a fantasy, and a non - starter.
