I see 2 possibilities:
1) This is the pie in the sky that it sounds like.
2) It is a scheme to force reversion of the right of way back to the adjacent landowners. Many RR right of ways are easements for railway purposes only. Rails to Trails is a subterfuge to preserve the right of way for "future" railroad use. If the county denies the rail use it may loose its hold on the right of way.
