A proposal for a shared rail/trail corridor between Lewiston and Moscow didn't build up much steam Monday with Latah County commissioners, who questioned the feasibility of such a project and its effect on the Latah Trail.
Peter Cooper, the principal of tiny Pan-American Railway Inc. of Hayden, Idaho, pitched a $130 million proposal for a container shuttle between Spokane and Lewiston. He said it would include $15 million to extend a rail line for freight and passengers from Moscow to Troy along the Latah Trail.
The principal in Pan-American Railway is Peter Cooper. Here's a letter to the Idaho PUC about an earlier project that Peter Cooper proposed.
