My understanding is that had the Milwaukee had real accountants that didn't double-enter expenses on the Pacific Extension, and started abandoning the granger lines, it'd still be in existence today.
Of course TOFC/COFC traffic would be a major part of that, especially given Tacoma as the western terminus of the Milwaukee. But the real issue was the railroad insistent that the Pacific Extension was unsustainable, when the post-mortem report I've seen said completely the opposite.
