George, your implicit assumption was the Chicago-Milwaukee Corp. wanted to be in the railroad business. They decidedly did not. They had a tentative deal for BN to take the entire RR off their hands. A condition of that deal was that there be no capital investment in Lines West. Chicago-Milwaukee Corp. was not about to blow that deal and give a green light to the electrification. (As it turned out, they blew the deal anyway.)
