ReTotal weight of a heavy truck -- isn't that what matters??

One thing I can't seem to understand: Doesn't all that
total weight on a bridge (or bridges) stress the bridge,
no matter what the axle load is? If a bridge was built
back in 1955 (as that Skagit River bridge was), why does
the axle load matter? There is still a LOT more weight
on the bridge that that bridge was not designed to bear.
Any structural engineers out there care to try to explain
this to me?
