The WSDOT rail capacity study is available at [

The report discusses adding siding capacity between Auburn-Ellensburg, reopening the Ellensburg-Lind former Milwaukee line, crowning Stampede Pass Tunnel for doublestack clearance, and installing CTC to provide 20-minute headway traffic flow. The whole report is an interesting read. Some stats are questionable, such as stating that Stampede is currently operating at 60% capacity, with six trains a day, and capacity of 10 a day. Says Steven Pass is operating at 123%, which I can believe!
