You're missing the point completely.
The issue is that SMART promised voters only 2 years ago that they could
get the train up and running in 3 years. Now it's just short of 6 years.
They are holding back implementation in order to collect interest on
sales taxes. They have chosen to run rail to Cloverdale, rather than
implement rail sooner with a staged or phased implementation.
In any case, they won't do it. First, the tax measure is unlikely to pass.
Second, If it does pass, once the Board starts putting together a real rather than
faux financial plan, they'll realize how ludicrous it is to lever future
sales taxes against unknown revenues and costs. Even the most ardent
train supporters will realize better to have some service in 3 years, conserving
financial resources a bit, than bet the whole ranch on some of the ludicrous
assumptions contained in their financial plan.
