Tomas, you hit the nail on the head since NWP and NCRA supersedes SMART. I was in the planning meetings before SMART was formed and one of the issues we dealt with was trying to convince politicians and other layman about what were FRA compliant vehicles and this would allow FREIGHT and Pssenger to co-exist. Most folks thought that Freight was NOT even in the equation and the commute trains would have free reign. The Arnolds and others had no clue about railroad operations. Initially, those folks wanted the ROW paved for buses. We won that battle. Anyway, it will be interesting to see what happens once the dust settles.
