Such a long timeline only gives opponents more opportunity to torpedo the project. Perhaps legal actions are factored in the 6 years. After all this is California, land of lawyers. If my memory serves me right even BART faced lawsuits in the beginning.

Sonoma County already has its underwear all bunched up about lawsuits against the Rohnert Park casino, a venue which would provide a much-needed online destination for SMART. EIR objections about any controversial project seem to be inevitable. The SMART plan is so weak it almost invites litigation. If Novato doesn't have the cojones for a second legal battle, I'm sure another shill will be found to file an action against SMART.
