SMART could easily open up the railroad in segments .Take for example the ten mile section between Santa Rosa & Windsor. Tangent, level track, Ribbon rail. Needs only tie replacement and surfacing. This segment could be up and running in six months. Even the signal crossing are being upgraded as we speak. Minor work needed over the only substantial bridge a through plate girder spaning Mark West creek. Stuck in traffic.....Vote SMART
