eBART and NIMBYs

I believe BART is planning to expand into eastern Contra Costa County with something called eBART, which would be ticketed directly with BART, but would operate standard-gauge equipment, probably DMUs, from Pittsburg/Bay Point to Antioch, Oakley, and beyond. How is that coming along?

As for NIMBYs, they are often the ones who complain about the environmental impact railroads and other transportation projects make on their neighborhoods one day, then complain about global warming and air pollution the next. If global climate change is threatening species or subspecies of plants and wildlife as much as some say it is, then shouldn't rail-transit and other mass-transit projects be put on the fast track as far as environmental impact assessments go? What difference does it make if one species of fish or insect is inconvenienced by having a rail line go across its habitat if the use of the line will prevent the extinction of two or three (or more) other species or subspecies?
