So I respond:
Hey, I realize it may be hard for some younger folks to believe, but there actually was a time when there were no cell phones and therefore no rules against them. So I did just fine on the rules exams (back then we were dealing with things like timetables and trainorders). Whatever the rules were/are after cell phones became common, any prohibition apparently was not enforced since their personal use among train crews seems have been to be common.
