It helps to actually read the proposed ACE scope posted previously.
It is assumed in the proposed scoping that UP and ACE will need more "siding" capacity to clear the mainline for additional future passenger service expansion, expected future freight operations, and the needed maintenance windows.
I suspect that the thinking is to use the former SP side primarily for UP freights, waiting to enter, or leaving the terminals (no need for speed... just need for capacity to hold arriving and departing trains, until there is a window on the main for eastward movement, or in one of the terminals for westward movements.
This scoping document is also proposing a number of siding extensions from Hearst east, to allow for more passengers trains, and operational flexibility.
