I don't think so.

The NVWT carries many passengers on several trips a day. I was aboard last Sunday. The railroad police watch the train and ensure safety for the passengers. The officer was was keeping an eye on pulled over a traffic violator on Hwy. 29 (and there are plenty of those). He kept watch on the train during the St. Helena run-around (per usual). There was a grade crossing incident to handle as well that stopped the train for a few minutes. I think he earned his money.

Who else would patrol the railroad and watch the train in that area? The sheriff? I doubt it; in fact I never saw a sheriff's vehicle anywhere. City police? Not too many actual cities along the line. That's way there are railroad police.
