The hand-wringers are taking over. Eventually policies like this will bring the railroad to a complete standstill. There's a practical limit to how much you can blow the whistle, even at grade crossings, because sooner or later the locals get so pi**ed off at all the racket that they start retaliating: throwing things and shooting at trains.

The only real way to stop tresspasser and grade crossing incidents is either to remove all the tresspassers and grade crossings or to stop running the trains. Practically speaking, the latter is the simplest to accomplish. The most realistic option is to accept the fact that there are goind to be these incidents and stop overstressing the employees with a policy that is functionally little more than an excuse for harassment.

A few months ago I had a DS tell me to watch out because there was an orange traffic cone on such-and-such grade crossing. So what? Per the FRA, orange traffic cones all by themselves are meaningless to railroads. Besides there's no way one is going to derail anything but a speeder. When you hit these things at 79 mph, they fly about 150 feet.
