This is another environmental smokescreen, with the environmentalists polluting communication and understanding. Unless someone is actively pouring contaminants into the right-of-way, there is no 'discharge'. Yet we have been made to believe the mere presence of past discharges is now a discharge that is happening today. Incredibly, there are probably toxic legal interpretations by idiots we have allowed into the judicial system that support this nonsense, to further stain and erode reason. The overall objective of this sort of environmental extremism has to be understood to be what it really is: Systematic, insidious blockage of industrial progress, not the environmental protection that may have been the original intent. Supporting evidence of this is everywhere we look. Another example: Sawmill closures in Camino, Susanville and Sonora, putting several hundred working families into economic chaos, all because environmental extremists halted timber sales on federal land which were part of a plan to enhance fire protection! Wake up, people! It's gonna get far worse than this!
