To the extent that a quarry served entirely by rail takes market share from one served by trucks, it would reduce the number of trucks on the road.
The issue of supplying sand, gravel, and aggregates for construction in urban areas will not go away. If there is one thing NIMBYs hate more than a railroad, it's a quarry. As urban quarries close, there will be more pressure to mine gravel in rural areas, such as the gold fields east of Marysville, Island Mountain, etc.. If such areas can be served by rail, it would be good.
