So it sounds EXACTLY like the High Speed Rail project that's underway in the San Joaquin Valley. Both projects are not being built to suite any sensible approach to what would serve the public best, but, rather, are being built to placate influential politicians and moneyed special interest groups. For example, the HSR trains will be using wasteful, unnecessary concrete viaducts because companies that like to engage in concrete production have apparently greased the appropriate palms. In the case of the Monterey project, I wouldn't be at all surprised if someone heavily involved in light rail must be related to a certain politician making all the right decisions.
