Oregon doesn't. California does. Oregon's is 9.9%, California's is 10.3% See below:

Because it conserves energy, saves lives and reduces wear and tear on your car. It works better in Oregon because people aren't as rushed and live a more relaxed lifestyle than Californians.

Because having attendants at gas stations keeps people employed and helps to prevent motorists from setting off explosions from their cigarettes and driving off with the hose still attached to their car. The fact that it keeps people employed is important if you're in an area where jobs are scarce and you have some family members who need to be clothed and fed.

It may be screwed up, but I don't think it's as screwed up as California. When was the last time Oregon's governor impregnated the hired housemaid?
And, contrary to what you claimed, their tax rate is lower. There have been an awful lot of Californians who have moved to Oregon over the last couple of decades. How do you explain that?
Your concern about high taxes was very revealing. It has helped me hammer out what is probably a reasonably accurate equation:
ARCH CONSERVATIVE REPUBLICAN/TEA PARTIER + RAILFAN = NIMBY
