You rested your case much too easily.
I agree with Freericks . . . there's nothing in the photo that couldn't be cleared out once 30 days worth of notice was served on Conrock. They are probably storing materials on the property with the understanding that it's owned by the county and is part of a preserved railroad ROW, dormant for the time being.
I trust you read my earlier post about imminent domain laws and the intent of the 1976 Rails-to-Trails law that is supposed to preserve rail corridors for possible re-use.
Your aerial photo doesn't convince me of anything.
Bring on some other possible obstacle(s) that you think will prevent the line from re-opening and allow me to de-bunk them as well!
Does the "new normal" for being a railfan require that you have to be a pessimist as well?
