"Fully armored tank" cab cars, yes. Previous construction and cab car orders which were in progress of construction before the new collision standards were adopted are grandfathered.

You can have an engine at each end or an engine at one end and an NPCU at the other. If some builder succeeds in designing and building a cab car, single level or bi-level, which can pass the collision test, it will be approved.
