From the article: " Two - thirds of the 32 miles has an unclear right of way...". What exactly does this mean ??? Is this the same as an unclear title to the land ??? Or perhaps an easement that reverts back to the original property owner if the land is sold ??? This is what happened to some segments of The Milwaukee Road Lines West, which required several lengthy detours in the current John Wayne Hiking & Biking trail across Washington. Sure hope the county knows just what they are ( and are NOT ) getting for the public's money.
