Will this line ever pay for itself?
Califoria got into debt all by itself long before the latest housing boom and bust.
It all boils down to facilitating effective education and diverse jobs for all with able minds and bodies instead of government programs to band-aid their lack. Those who legislate, those who create jobs and those who have jobs are not investing, saving and spending wisely. Instead they go for the quick vote or buck, speculate and confuse getting something cheap with earning something of lasting value.
