The Key did not have a chance sharing with autos on the Bay Bridge. A parallel rail only bridge would have had to be built, perhaps including the SP. The bridge would have had to be designed so as to prevent autos on it. You cannot put autos in the BART tube and similarly the Twin Peaks Tunnel fortunately is too narrow to accommodate buses. Muni had wanted to bustitute the Tunnel in the '50's to punish the union.
A tube would have come in too low to connect to the East Bay Terminal, so to save the Key as it was meant another bridge. Scoring a new bridge for rail only would have required a political deus ex machina as of course the insiders and boosters were already planning for thru running "rapid transit", i.e. what turned out to be BART up Market and then Mission. They wanted Manhattan and they got it.
